Looks like a poorly installed sewer lateral clean out. The property owner at the above address should have plumber come and repair it. Code enforcement was required to inspect and pass the installation. My understanding from have my sewer replaced was to keep the clean out of harms way like not being run over by cars and cemented in. This is not a public works problem.
