Thanks for asking; I'd love to know if they do anything. They plan to do absolutely nothing with all the stumps except dump herbicide on them when they cut down all the "non-native" trees (plum, Cypress, Monterey pine, eucalypts) in the Oakland Hills. No funds to be spent on replanting.

BarbR7, just FYI, the cutting of this tree is unrelated to the controversial "non-natives" clearing. Long before I moved into this house 15 yrs ago, neighbors had agreed to plant pepper trees along this block--chosen from a list of city-approved trees during a time the city had funds to support a tree-planting program. One-by-one, the pepper trees succumbed to disease and/or stress, and there are now only 3 surviving healthy pepper trees on our street. My tree struggled to survive for years--it was half-dead in its final years--but the city's sidewalk repair a few years ago sealed its fate, and it quickly died soon after. It sucks that I made the city consider taking down my dead tree (since it was dropping large limbs on the street and sidewalk) which was, in retrospect, probably not the best choice for our narrow street and sidewalk. It is too bad that the city doesn't offer free trees anymore, but I hope one day the program gets funded again. In the meantime, I'm happy to plant my own (using the city's guidelines which I'm sure you've read) but I can't do much while the stump and its massive roots remain.

Nature is slowwwwly taking its course. Perhaps fungus will address this stump before a crew is able to dispatch it with heavy-duty equipment.

Ha! At this rate, fungus is the only thing that’s paid attention to the stump. I had tree roots that took mushrooms about 4 years to break down, so this stump should succumb in 15 years. :)
